Whole School Support Programme: Academic Support for Grade 8 and Grade 9 Learners in Mathematics, Natural Sciences, and English First Additional Language (EFAL)

Boshof, Droogfontein and De Aar Solar Power (hereafter referred to as “the Clients”) invite suitably qualified and experienced service providers to submit proposals for the implementation of a comprehensive Grade 8 and 9 Mathematics, Natural Sciences, and English First Additional Language (EFAL) intervention programme.
This intervention forms part of the broader Whole School Development Programme, which is aligned to the Clients’ Socio-Economic Development objectives. The purpose of this programme is to provide targeted academic support to Grade 8 and Grade 9 learners in Mathematics, Natural Sciences, and English First Additional Language (EFAL) across seven (7) high schools located in the Northern Cape and Free State Provinces. The programme will serve beneficiary communities within the catchment areas of the De Aar, Droogfontein, and Boshof Solar Plants.
The successful bidder will be required to conduct baseline, design and implement a learner and teacher support programme aimed at improving academic performance, strengthening foundational knowledge and skills, enhancing learner confidence, improve parental involvement and increasing pass rates in the targeted subjects. The programme should include learner assessments, curriculum-aligned tutoring and revision sessions, academic mentoring, monitoring and evaluation, as well as regular progress reporting.
The intervention must be delivered in partnership with participating schools and relevant stakeholders to ensure sustainable educational outcomes and measurable improvements in learner achievement.
The programme will be implemented in three local municipalities namely Emthanjeni, Tokologo and Sol Plaatje Local Municipality. The following School are part of the programme:

Scope of Work
Detailed implementation plan and programme schedule project methodology and intervention approach, stakeholder engagement and communication plan and risk management and mitigation plan.
Conducting learner assessments to determine baseline competency levels and identify learning gaps in Mathematics, Natural Sciences, and EFAL.
Developing lesson plans and learning materials aligned with the CAPS curriculum and the specific needs of Grade 8 and Grade 9 learners.
Providing teacher and learner support programme, including tutoring, revision classes, examination preparations for learners.
Facilitating learner-centred teaching and learning activities that promote critical thinking, problem-solving, comprehension, and subject mastery.
Providing qualified and experienced facilitators/tutors with proven expertise in the relevant subject areas.
Monitoring learner attendance, participation, and academic progress throughout the programme.
Administering periodic assessments and evaluations to measure learner improvement and programme effectiveness.
Providing academic support and mentorship to encourage learner motivation, confidence, and academic success.
Submitting monthly progress reports detailing learner attendance, performance trends, challenges encountered, interventions implemented, and recommendations for improvement.
Engaging with schools, educators, and parents/guardians, where necessary, to support learner development and programme objectives.
Implementing quality assurance measures to ensure the delivery of high-quality educational support services.
Providing all necessary teaching and learning resources, including learner workbooks, assessment tools, study guides, and facilitator materials.
Conducting a final programme evaluation and submitting a comprehensive close-out report that includes learner performance outcomes, lessons learnt, and recommendations for future interventions.
Delivery of scheduled after-school, weekend, holiday, or extra support classes, remedial and enrichment support activities and examination preparation and revision sessions.
Evidence of programme implementation and effectiveness, performance against agreed targets and indicators and recommendations for programme improvement (monitoring and evaluation).
Improvement in Maths and Natural Sciences and retain atleast 75% of learners enrolled in the programme.
Increased enrolment in Maths and Natural Sciences in higher grades and increased learner confidence and motivation.
Proposal Requirements
Bidders must submit a proposal in line with the above scope work.

Organisational profile and background.
Valid Tax Compliance Status.
Company Registration Documents (CIPC).
Certified ID copies of directors.
Valid B-BBEE Certificate/Affidavit.
Proof of banking
Relevant Experience
The bidder must demonstrate:
A minimum of 3 years’ experience in delivering educational support programmes.
At least three (3) contactable references from similar projects completed within the last five (3) years.
Monitoring and Evaluation
The bidder must provide:
A monitoring and evaluation framework.
Learner performance tracking mechanisms.
Progress reporting templates.
Pre- and post-intervention assessment approach.
Intervention success indicators and targets.

Closing date and time: Tenders must be received no later than 30 September 2026 at 16:00 PM. Late submissions will not be accepted.
Clarifications: All questions must be submitted in writing by email. Responses/clarifications issued by the Client will be shared with all bidders where applicable.
